This means you can use the wall switch to choose between three different light intensities: 100% light intensity, 50% light intensity, and 7% light intensity. By briefly switching the lights on and off, you can cycle through the three settings. If you operate the switch slowly, the lamp will switch on or off at your last set intensity. The lamp also has a memory function.
